		<description>My understanding is that you are writing a book about food waste in America and thought you may have some insights for me in regards to city composting programs.  Have you encountered or are you aware of large scale year round composting programs in extreme cold climates?  I talked with our city and although we do some fantastic things here in Fargo, ND... a reason they indicated that they do not do year round food compost is the weather.  Thoughts or any insight would be appreciated.</description>
